If turbulence is safe, why wear a seatbelt?
Short answer: To keep you seated if the plane moves.
If the plane drops a few feet due to a bump, gravity pulls the plane down instantly. If you aren't strapped in, you stay where you are, which means you might bump your head on the ceiling. The belt keeps you coupled to the seat so you move with the plane.
